Minutes of the Dunnington Parish Council meeting held on 8th February 2021
Present: Cllrs G Shaw, A Dykes, L Turnbull, D Swallow, N Ford, M Thompson, J Brooks and S Hardwell

Ward Councillors M Rowley and M Warters attended
Five members of the public were also present three of whom were to interview for the vacancy for Parish Councillor
It should be noted that due to technical difficulties the Vice Chairman Cllr J Brooks chaired most of the PC meeting.
1 FORMALITIES
1.1 Parish Council received no apologies for absence given in advance of the meeting
Cllr J Maggs was unable to join via the link and later sent his apologies
No apologies were received from Cllr G Kay
1.2 Parish Council had no apologies or reasons to approve
1.3 Previous Meeting Minutes 11/1/21 were approved
1.4 Minutes of Extraordinary Meeting held on 16/12/20 were approved

2 EXCLUSION OF PRESS AND PUBLIC
2.1 The council will resolve to exclude the press and public, from the meeting for any item where the publicity of the matter being prejudicial to the public interest or by reason of the confidential nature of the business to be transacted or for other special reasons - Resolved
3 CO-OPTION OF PARISH COUNCILLOR TO FILL VACANCY
3.1 Applicants for the vacancy to present to the Parish Council and answer questions from the PC Councillors – the Press and public were excluded and the Parish Council questioned each applicant (each was asked the same questions)
3.2 Parish Council discussed each of the applicants and and press and public were excluded as per item 2 of the agenda
3.3 After the Press and public are re-admitted the Parish Council voted and the voting was as follows
Karen Jackson – 6 votes
David Hirst- 0 votes
Zoe Rees Gay – 2 votes
3.4 The chairman announced that Karen Jackson was voted by an absolute majority to fill the vacancy
4 POLICE REPORT
4.1 Police Report – North Yorkshire Police sent a previously circulated report. Cllr M Thompson also reported on reports of possible suspicious activity in the village and that Parishioners should be vigilant. There have also been incidents of sheep being attacked by dogs
5 PUBLIC PARTICIPATION
One member of the public posed a question in respect of item 3
6 CEMETERY ISSUES
6.1 Phase 2 costs to be discussed and costs agreed – Cllr N Ford spoke and discussions took place
6.2 Cemetery Management issues were discussed on the way forward after the resignation of the current cemetery manager
7 ALLOTMENT AGREEMENT AND TERMS AND CONDITIONS TO BE AGREED TO BE SENT OUT WITH THE RENT LETTERS FOR 2021-22
The item will now be discussed at the March meeting
8 YLCA - GENERAL POWER OF COMPETENCE AND ELECTION OF PARISH REPRESENTATIVE FOR CITY OF YORK COUNCIL JOINT STANDARDS COMMITTEE
8.1 Parish Council to discuss GPC email from YLCA – Discussion took place and it was decided the PC does not qualify at this time.
8.2 Parish Council to decide which candidate the PC vote to be given to for Parish Representative for JSC – after discussion the PC decided which candidate to vote for
9 AUDITORS APPLICATIONS TO BE DISCUSSED
9.1 Parish Council discussed and agreed which auditor should be appointed to complete the 2020-21 internal audit. The decision was made to appoint Elker Lodge Bookkeeping Services.
10 GRASS MAINTENANCE CONTRACT – TENDERS
10.1 Parish Council discussed the tenders for Grass Maintenance contract and it was agreed that Cllrs L Turnbull and A Dykes would move this forward.
11 DOG PLAY AREA
11.1 Cllr A Dykes advised a new proposition for a dog play area. Discussion took place and the PC agreed in principal that Cllr Dykes could move this forward.
